DVD Styler - dvdstyler.sourceforge.net
This is an open source dvd authoring program. There's not a lot of things you can do with it but it looks fairly easy to use, and it should do for the basics.

WAX - www.debugmode.com/wax
WAX is a free effects package / plug in for Premiere. It's not great but it does offer rotoscoping and a particle system, niether of which is native to Premiere. A morphing program can also be reached from this link
